Community Transition Interagency Committee (CTIC)
One of the responsibilities of collaboratives is to encourage and facilitate work between agencies and
programs. Otter Tail County has been well-served by a number of formal and informal interagency groups. All are being invited to 'come under the Collaborative umbrella' in order to improve communication and reduce duplication. This invitation has been accepted by the
Fergus Falls Area Interagency Early Intervention (IEIC), which provides service coordination for the families of children ages birth-5 with disabilities,
Children's Mental Health Local Advisory Council (LAC), which coordinates and promotes services to children with mental health issues, and
Community Transition Interagency Committee (CTIC), which coordinates transition services for those with disabilities ages 14-21.
LAC and CTIC have now integrated their planning and budgets with the Collaborative and utilize the Collaborative Coordinators in the same way as other work
groups.

Project C3 Website Service Coordination
The Service Coordination Work Group is responsible for planning, coordinating training and overseeing the implementation of the 3-21 Coordinated Services legislation. This legislation required county boards and school boards to offer service coordination to families with children with disabilities receiving services from more than one agency. The legislation builds on the successful model of the Interagency Early Intervention Committees (IEICs) which involves parents and service providers working together as partners to coordinate the various services received by the child. The requirements were phased in, beginning with 3-5 year olds, then 5-9 year olds, and finally 9-14 year olds. At this point, all children and youth receiving services for disabilities from more than one agency will be offered service coordination.
